A shooting range isn't promoted by the Powers. As a matter of fact, they are discouraged as are firearms in general.

I went to a shooting range that was being closed and asked the owner what was the problem. He explained that a group of lawyers had purchased a tract of farm land down-range from his facility and they wanted to create a housing subdivision there.
Since it was down-range of the rifle range the zoning prohibited the residential use of the land. So they sued him. He got a lawyer (fox & henhouse?) and proved that he had grandfather rights to keep his range open. It cost him $6,000 in lawyer's fees.
Everytime he "won" the lawsuit, they would re-file the suit on the next day. This kept up until he had no money left to defend his rights or property and he was closing the range.
